Phase I Environmental Site Assessment (ESA): The Foundation of Due Diligence

A Phase I ESA is the primary tool used to identify Recognized Environmental Conditions (RECs)—the presence or likely presence of hazardous substances or petroleum products on a property. Performed in accordance with ASTM E1527-21 standards, this non-intrusive investigation involves:

  • Site Visit: A thorough physical inspection of the property to catalog the presence of hazardous materials, petroleum products, and storage tanks.
  • Historical Research: A deep dive into past land use using aerial photographs, Sanborn Fire Insurance Maps, reverse street directories, building permits, and topographical maps
  • Regulatory Research: Reviewing federal, state, and local environmental agency records to identify known contamination cases or enforcement actions.
  • Interviews: Consultations with current and past owners, operators, and local government officials to uncover hidden site histories.
  • Geology and Hydrogeology: Analysis of soil types, geological settings, and groundwater depth to understand potential contaminant migration pathways.

Phase II ESA: Subsurface Investigation and Testing

If a Phase I ESA identifies RECs, a Phase II Environmental Site Assessment is initiated to determine if contamination is actually present. Following ASTM E1903 standards, this phase involves intrusive testing to confirm or rule out environmental impacts:

  • Media Sampling: Collection and laboratory analysis of soil, groundwater, surface water, and soil vapor samples.
  • Geophysical Surveys: Use of specialized equipment to locate buried objects, such as Underground Storage Tanks (USTs) or drums, that could be sources of contamination.
  • Risk Assessment: detected contaminant concentrations are compared against regulatory standards set by agencies like the TCEQ to evaluate risks to human health and the environment.

Phase III ESA and Remediation: Solving the Problem

When a Phase II investigation reveals significant contamination, a Phase III ESA—often referred to as remediation—is conducted to determine the magnitude of the release and implement a cleanup plan. This phase focuses on:

  • Characterization: Additional testing, including the installation of groundwater monitoring wells and soil vapor probes, to define the full extent of the “plume”.
  • Remedial Action Plans: Designing systems tailored to the site’s unique geology, which may include bioremediation, soil vapor extraction, or groundwater pump and treat systems
  • Brownfields and VCP: For urban properties, we utilize risk-based closure strategies and state programs like the Voluntary Cleanup Program (VCP) to expedite site closure and return environmentally impaired land to productive use.

By following this rigorous phased approach, you ensure your project meets all regulatory requirements while securing Innocent Landowner Liability Protection.

Property Condition Assessment (PCA): Physical Due Diligence

A Property Condition Assessment is only as valuable as the data it produces. Our approach integrates deep technical expertise with a focus on institutional-grade reporting, ensuring that every assessment serves as a reliable roadmap for your investment.

  • Lender-Ready Reporting: We strictly adhere to ASTM E2018 standards, producing the precise documentation required by commercial lenders and equity partners to secure financing.
  • Direct Field Expertise: Unlike firms that outsource inspections, our leadership personally oversees site evaluations. This ensures that subtle structural vulnerabilities and mechanical lifecycles are identified with professional accuracy.
  • 12-Year Capital Foresight: We go beyond identifying current defects by providing a detailed Capital Reserve Table. This 12-year projection offers a clear financial forecast for immediate repairs and long-term replacements, eliminating the risk of unexpected expenditures.
  • Integrated Due Diligence: By aligning our PCAs with your Phase I ESA, we provide a unified view of both environmental and physical risk, streamlining your closing process and simplifying your administrative burden.

Air Quality Compliance & Permitting

Effective stormwater management is essential for controlling runoff and preventing the discharge of pollutants into municipal storm sewer systems. We offer comprehensive solutions for both industrial and construction activities.

  • SWPPP Development: We design site-specific Stormwater Pollution Prevention Plans that outline best management practices (BMPs) for sedimentation and erosion control.
  • TPDES & NPDES Permitting: Our engineers manage Texas Pollutant Discharge Elimination System (TPDES) and National Pollutant Discharge Elimination System (NPDES) permits and renewals.
  • Industrial Multi-Sector General Permit (MSGP): Assistance with MSGP compliance, including the collection and analysis of stormwater samples and submission of Discharge Monitoring Reports (NetDMR).
  • Stormwater Quality (SWQ) Permits: We facilitate the submission and management of SWQ permits through regional ePermit systems, ensuring all annual requirements are addressed.
  • Facility Monitoring: We provide professional site inspections and employee training to maintain continuous compliance with local and federal guidelines.
  • Fixed-Fee Compliance Programs: To simplify your budget, we offer fixed-fee monthly programs that manage all recurring compliance items with professional accountability.

Navigating the complexities of air emissions requires technical precision and a deep understanding of current TCEQ rules. We provide turnkey services to ensure your facility remains compliant with all state and federal air quality standards.

  • Permitting by Rule (PBR): We specialize in performing PBRs for facilities that do not make a significant contribution of air contaminants, ensuring all construction and operation restrictions are met at extremely affordable rates.
  • New Source Review (NSR) Permits: Our team manages the step-by-step guidance for NSR permitting processes, a critical requirement for new or modified stationary sources.
  • Emissions Inventories (EI): We conduct comprehensive Air Emission Inventories and Greenhouse Gas Inventories, providing professional data collection and analysis in accordance with reporting requirements.
  • Permit Maintenance & Renewals: We handle the administrative updates for Standard Permits, including relocation notices and change of location filings.
  • Technical Submittals: Our team prepares all necessary documentation, including emission calculations and process flow diagrams, to support your facility’s standing.

Industrial Hygiene

Scientific Clarity in Every Breath

High-performance indoor air quality (IAQ) is the foundation of a safe workplace. We utilize advanced instrumentation to track invisible particulates and chemical vapors, providing the technical data needed to maintain a healthy breathing zone.

  • Contaminant Analysis: Continuous monitoring for Volatile Organic Compounds (VOCs), dust, and respirable crystalline silica.
  • Compliance Assessments: Comparison of site data against OSHA Permissible Exposure Limits (PELs) to ensure full operational safety.
  • Engineering Solutions: Actionable guidance on ventilation and air-handling improvements based on specific environmental findings.

Strategic Sound Level Mapping

Occupational hearing loss is a significant liability that is entirely preventable through precise sound mapping. Our team personally manages noise dosimetry and area monitoring to determine true exposure levels across your facility.

  • Dosimetry & TWA: Individual monitoring to calculate the 8-hour Time-Weighted Average (TWA) for at-risk personnel.
  • Noise Heat Mapping: Identifying high-decibel zones to establish clear boundaries for hearing protection requirements.
  • Safety Foundation: Providing the empirical evidence required to build or refine your facility’s hearing conservation protocols.

Expert Detection & Project Security

Before any structural disturbance, certainty is a requirement. Our thorough surveys identify asbestos-containing materials (ACMs) with technical precision, ensuring your renovations or demolitions proceed without health risks or regulatory stalls.

  • Systematic Sampling: Detailed inspection of all building materials—from insulation to flooring—using industry-standard sampling protocols.
  • Accredited Analysis: Coordination with specialized laboratories to confirm fiber presence and concentrations.
  • Regulatory Reporting: Comprehensive documentation that meets state and federal requirements for hazardous material management.
